1. Gantries at 347(Main) and 344
It is important to erect Barriers/ Gantries to prevent unauthorised/illegal parking in our estate upon legal Privatisation. Protem and HDB are in collaboration to source for Vendors to set up Barriers/Gantries as Protem lacks legal entity to act.
Pending Gantries installation, Protem proposed to HDB to erect signage of “Private estate” at strategic locations to discourage trespasses and illegal parking including Sundays and Public Holidays. Car decals will be issued to car owners. Outsider unauthorised parking will be dealt with.
2. Boundary Fencing
This is dependent on the quantum of Sinking Fund transferred to us from AHPETC(TC). We propose 2 Gantries and 6 side gates with or without closed circuit camera. This issue will be discussed in the MCST AGM. Please have a balanced view from different angles.
3. Parking Charges and Monthly maintenance fee
HDB will explain in their circular to Residents in due course.
4. Common Area Defects
Block representatives have conducted a walk about with HDB and Managing Agent
on 24 May 2014, to inspect defects in each block. Prior to this inspection, photos of defects were sent to TC for repair purposes. The consolidated defects of the 7 blocks were sent out in late May to TC GM Ms How Weng Fan with copy to Mr Png Eng Huat for their perusal. Repair work is in progress until this week. Officially on 13 Jun 2014 TC will cease responsibility and hand over to Interim Manager HDB acting as Management Corporation for the first 90 days, with an appointed Managing Agent (MA) to carry out daily maintenance. HDB will be the Caretaker for the interim period of 3 months. Eventually, a Management Corporation will be formed to oversee all future maintenance and improvements.
5. Sinking Fund
In Aug 2011 we were informed that our Estate’s audited Sinking Fund was S$1,074,940 as at 31 Mar 2010. Subsequently almost every 3 months we pursued TC to update us, and seek clarification for segregation of Accounts from the HDB Clusters after HDB/MND Privatisation Notification dated 30 Jul 2010. TC was slow to respond despite Protem meeting MP Mr Png Eng Huat at his meet the people session on several occasions. Finally in a recent meeting with Png and TC GM How Weng Fan, How said there is no requirement in the Town Council Act to segregate accounts. Png revealed verbally an unaudited figure of S$328,000 as at 31 Dec 2013 .
Given that there may be major expenditures in the past few years, there were also monthly contributions from every household of 286 units. Protem felt the amount is far too low. This Sinking Fund issue will be tabled in the MCST AGM.
6. New Carpark at 348/349
This new carpark is a replacement of 17 lots at 344 rendered obsolete in view of boundary line and future fencing of Estate. It comes under HDB purview and expense. HDB and project consultant Surbana International has made preliminary surveys on 4 sites and found that this is the best site in terms of underground pipes and Singtel cable clearance , plot size, nearness and minimum disturbance to Residents. The new car park, scheduled to be completed by 25 Jun 2014, will add a maximum 14 new lots and 1 handicap lot to Sector 2 comprising 347, 348, 349 and 350 which has 195 lots (196 lots but 1 lot converted to handicap at 347) After completion it will have 209 lots excluding 3 layby lots(visitor and service truck to register before proceeding) near 347 beside future guard house to cater to 214 households.
Sector 1 comprising 344, 345 and 346 after removal of 17 lots, still has 90 lots available for 72 households, more than sufficient. Sector 1 and sector 2 are not inter crossable by car.
7. Others
a. Fire safety compliance installation are in progress. Main Contractor STL installed 5 hosereel water tanks on roof top of the 5 low rise blocks for fire fighting purpose. 349 and 350 will be installed with water pumps connected to existing water tanks. Installation completion is expected by end Jun.
b. Proposed Name for branding our Privatised Estate. Kindly submit your favourite fresh names for consideration, 3 choices per household via Website below.
c. Block Name/Number. Please suggest as well as it should be discussed in AGM.
d. AHPETC and HDB Signage should preferably be replaced by our own design in due course.

MC office
Protem feedback that the area behind the MC office was untidy with all the contractor’s materials etc. being stored there. STL explained that the area was meant to be a temporary storage space.
Carpark Works
Protem’s Chairman, Mr. Lee requested for details on the number of trees being affected by the car park construction at Blocks 348/349 Hougang Ave 7. Surbana Architect Ms. Jenny informed that in total, there would be 10 numbers of trees to be removed and 13 numbers of trees to be planted at the various locations. The plans showing the affected trees were presented at the meeting.
Protem’s Chairman, Mr. Lee enquired on whether the car park could be shifted further away from Block 348. Surbana Architect Ms. Jenny explained that there would be a site constraint on the distance between the proposed driveway and the block. Nevertheless, Surbana would try to do slight adjustment where possible.
Protem’s Chairman, Mr. Lee requested for STL to level the slope at the lay-by near Blocks 347 and 350. He informed that the Protem has the intention to use these two proposed locations for the guardhouse. STL informed that they would level and re-turf the slope together with other landscaping works at a later date.

Weekend Parking
Regarding the withdrawal of the free weekend parking highlighted by the residents at the previous Protem meeting, Branch explained that this scheme was endorsed by the Adviser and the Protem would need to seek Adviser’s support to remove the free weekend parking scheme.
Managing Agent
HDB updated the meeting that the tender for the managing agent was called on 3 Feb 2014 and closed on 24 Feb 2014 with 2 tenderers submitted – Chambers and Suntec.
(Afternote: The tender for the managing agent was awarded to Chambers Property Management Services Pte Ltd.)
Naming of estate
On the Protem Committee’s query about naming the estate, HDB advised them that this could be done after the legal privatisation.
Carpark works at Block 348
On Mr Leong’s email comment for HDB to indemnify the privatized estate against any law suit or claim arising from earth tremor, soil erosion etc., it was explained at the meeting that HDB does not provide such indemnities. HDB further explained that

Car park works at Block 347
Protem feedback that the turfing was unevenly done. STL
Mr. Song informed the meeting that he would look into the issue.
Bicycles Parking Condition at Block 350
On a resident’s feedback on the bicycles parking condition
at the void deck of Block 350, HDB informed that this matter would be under
the Town Council’s purview and would assist to forward the feedback to the
Town Council.
Service Duct Doors along corridor
On a resident’s feedback that the service duct doors along
corridor at the high rise blocks were infested with termites, HDB informed
that this issue would be under the Town Council’s purview and would assist to
forward the feedback to the Town Council.
Spalling Concrete
Protem Chairman, Mr. Lee enquired on the commencement date
of the spalling concrete repair works. STL PD, Mr. Jason informed that it
would commence in Mar 2014. HDB further clarified that the repair works would
only be carried out within units where rebars were exposed. For other
spalling concrete in the units, HDB explained that the owners would have to
get them repaired at their cost, as the maintenance within the HUDC flats
were the owners’ responsibility.
Fire-rated Door and Riser Duct
In response to a resident’s query on the installation of
fire-rated main door, Architect Ms. Jenny explained that it was evaluated
based on the fire code that any units of less than 3m from the fire escape
route would be required to be installed with a fire-rated main door.
As to why the entire riser duct doors were not replaced to
fire-rated doors, Architect Ms. Jenny explained that it was similar to the
replacement of fire-rated main door, only those of less than 3m from the fire
escape route would need to be replaced.
Driveway into car park at Block 350
Residents expressed their concerns on a blind spot along
the driveway turning into Block 350 car park and requested for Branch to
study the possibility of installing a mirror to prevent accidents from
occurring.

Car Park Options
Surbana
Architect, Ms. Jenny briefed the meeting on the following car park options to
construct the replacement lots:
(a) Blocks 348 and
Surbana explained that this was the recommended original proposed
location to construct the replacement lots as it was technically the most
feasible location with sufficient buffer from the units’ window to the car
park and no existing underground services affected. Construction works at
this location would take an estimated 4 months to complete.
(b) Block
Surbana explained that for this option, there would be one telephone
manhole affected and works would be required to either divert or lower the
services. The turf area in front of Block 350 was also insufficient to
accommodate all the replacement lots and some lots would have to be
constructed at the rear of Block 350, where a retaining wall would be
required. Further to that, the car
lots to be constructed at rear of Block 350 would be in close proximity of
less than 5m to the units’ window. Hence, it was not recommended.
(c) Block
Surbana explained that similarly for this option, telephone manholes
would be affected and works would be required to either divert or lower the services.
Car lots would also be in close proximity of less than 5m to the units’
window and ground units would be impacted by the shining of car headlights
directly into their bedroom. Hence, it was not recommended.
(d) Blocks 348/349 and rear of
Surbana explained that as the car lots would still be in close proximity
of less than 5m to the units’ window and a retaining wall would be required
at the rear of Block 350, it was not recommended. In addition, more
disturbances to the residents would be created as works would be carried out
at two locations.
On a
resident’s query on the need to construct additional car lots for the estate,
HDB explained that LTA’s guideline for providing car lots was 1 car space per
residential unit. There were 286 dwelling units in the estate and based on
LTA’s guideline, only 286 car lots would be required. However, as the estate
initially had 304 car lots, HDB would replace an equivalent quantity of car
lots. Protem Lee explained that totality of 304-17=287(after fencing) car lots
seem more than enough for 286 Households, But Sector 2 comprising Blocks 347,
348, 349 and 350 have 214 Households with only 199 car lots. Sector 1 of
Blocks 344, 345 and 346 are not inter-crossable with Sector 2 by car.
Factually Sector 2 is short of 15 lots.
Meeting
noted the evaluation of the various car park options and it was agreed to
proceed with the car park works based on the recommended original proposed
location at Blocks 348 and

Weekend Parking
Residents feedback their concerns on non-HUDC residents taking
advantages of the free weekend parking at the estate, resulting in insufficient
car parking lots for the HUDC residents. Branch was requested to carry out
enforcement and review on the free weekend parking policy.
Linkway at Block 350 which leads to bus stop
Meeting noted that the retention of the linkway
would be subjected to terms and conditions from SLA which includes that the
MCST would need to obtain a Temporary Occupational Licence (TOL) from
Staircase/Footpath Structures
HDB highlighted on the existing staircase/footpath
structures which would be affected by future fencing of the estate, i.e.
structures which straddle across the estate boundary.
Protem requested for HDB to retain the existing
staircase structure which leads from Block 349 to 353 as Protem had the
intention to install a gate at the location.
It was agreed at the meeting for HDB to remove the
rest of the affected structures subject to confirmation by Protem Committee
before 5 Apr 2014
